NDDC Squanders N200billion On Fake Contract Payments In Two Months!

.....Finance Director Not Chartered Accountant As Claimed

Within two months in office, the Interim management Committee of the Niger Delta Development Commission, NDDC, led by Prof. Kemebradikumo Pondei, have squandered over N200billion paying contractors with fake and over invoiced contracts.

This is coming as the Board has stopped all Directors and senior staff members transferred to State offices from visiting the NDDC Headquarters.

The transferred staff members are considered moles and informants who steal documents of shady deals by the IMC board and leak to the public, according to a source at the agency.

Pointblanknews.com gathered that as at last week, the NDDC had about N30billion from the over N200billion it had in its account as at February 2020, when Joy Nunieh was the Managing Director.

On February 22, 2020, two days after his appointment, Pondei’s led IMC immediately approved N1.7billion as payment for the supply of 525,000 Maternal Delivery Kits.

The contract for the Medical supplies were awarded to: Pear Medical Support Services, Signora Concepts Limited and T&N Limited at a scandalous price of N357, 437, 500.00 million each.

Pointblanknews.com finding shows that Maternal Kits otherwise called Mama Kits for expectant Pregnant women which usually contains a one meter piece of cotton cloth (baby wrapper), one laundry soap, a pair of gloves, a piece of cotton wool, small gauze, cord ligature, and a meter of polythene sheet which is used on the delivery table cost an average of $10-$75 in the market.

It is not immediately known if the contractors have all supplied the maternal delivery kits and where they are housed. But documents obtained by Pointblanknews.com shows the three companies awarded the contracts have all been paid N357,437,500.00.

As at the time of this report, Pointblanknews.com gathered that the Commission had less than N30billion in the bank across naira and Dollar accounts. The value of these COVID-19 related procurements is over N12 bn! This means that the IMC is sabotaging the Commission by stealing all the remaining funds and does not believe that the Commission can survive so best to exit as much loot as possible.

On April 6, 2020, NDDC, awarded a contract of over Five Billion Four Hundred and Seventy-Four Million Six Hundred and Forty-Seven Thousand One Hundred Twenty-Five Naira(N5,474,647,125.00) for procurement of Personal Protective Equipment (PPE) for health workers to Signora Concept Services Limited.

Curiously, Signora Concept Limited owned by one Chief Lulu, was a beneficiary of the Maternal Delivery Kits Contract for which he was paid N357,437,500.00 million on February 22, 2020.

The interim NDDC leadership also release the sum of Four Billion, Ninety Six Million Seven Hundred and Ninety Eight Thousand Three Hundred and Thirty Two Naira (N4,096,798,332.50) for the supply of Lassa Fever Equipment even when the Niger Delta region has not recorded any case of Lassa fever.

Meanwhile, claims by Ibanga Bassey Etang, the Executive Director, Finance and Administration, of the Niger Delta Development Commission, NDDC, that he is a Chartered Accountant, is after all false, a pointblanknews.com checks have revealed.

Etang had claimed to be a chartered Accountant in a recent Advertorial by the Interim leadership of the NDDC published in several newspapers on April 15, 2020.

Former Managing Director of the NDDC, Gbunie Joy Nunieh was sacked on allegations her claims to have completed the mandatory National Youth Service Corp, NYSC, program was false.

However, a check conducted by Pointblanknews.com on ICAN membership did not corroborate Etangs claims. Further checks conducted on the membership list of the Association of National Accountant of Nigerian, ANAN, did not prove his membership.
